India Office to Foreign Office.-(Received September 18.)

India Office, September 15, 1908.

IN reply to your letter dated the 11th instant, I am directed by the Secretary of State for India to inform you that he sees no objection to the proposals that a Representative of Canada should be added to the British delegation to the Shanghae Opium Commission, and that the Government of the Commonwealth of Australia should be similarly represented if they desire it.

Lord Morley directs me to add that, in his view, considering the great interest taken in the opium question both in Parliament and the country, it would be desirable to have not only a direct Representative of the Government of India possessed of expert knowledge on very intricate matters, but also some non-official representative to be named either by Sir E. Grey or himself.
